If you can't find a used ice cap look into a new workhorse 7 ballast. They're usually on ebay for about $45 and it is a really good ballast from my experience.

Andrew, try an elliptical bike too. They will kick your butt at first but they work to reduce fat & for cardio.

And any dealer who has respectable stuff and respectable suppliers should be happy to tell you where they got their stuff from. The fact that they were not willing to tell you where and who they got it from leads me to think that the collection means may be unfavorable (cianide fishing) or illegal ...

I agree with doc. Very possibly a bad ballast. Also check your wiring and make sure no saltwater has made its way to where it shouldn't have.
