Yes, it would be fine to do a water change on the cycled 20 gallon and use that old water and put it in the new 10 gallon. Also, if you have any biological filter media from the cycled 20 gallon you might want to use some of it in the new 20 gallon. Will you be moving the 100 gallon to Pensacola? Ja...

In addition, kalkwasser actually precipitates phosphates I believe. So that will help keep the phosphates down. Get a good phosphate test kit...ideally you want to keep your phosphate levels at 0.02ppm or less.

The best way to combat hair algae is to approach it from several different fronts. The first is to make sure you do regular water changes (weekly or biweekly). I think you should be alright without one as long as you do regular water changes. If it were me I would do weekly 25% water changes. You might be able to do 50% bi-weekly as well but smaller more frequent changes are best.
