Gluing PVC

The returns that came with my tank had a hole drilled in them for a siphon safety feature. The problem is they are above the water line and with the blue lines power it sounds like a jet ski pushing the water out of the holes. How do i plug those holes. can i take some shavings of pvc and try to plug it up with some pvc glue? I don't want to replace any of the stuff becuase it is all made to fit.

I've seen a couple of people silicone tubing, usually like icemaker tubing to them.. seemed to work ok for them.

silicone will work.
