Would I be overdriving the bulbs by doing this?

Not entirely sure, but I don't think so. If it is an electronic ballast, it should run them normally. You would only be overdriving them if you connected another ballast to the two bulbs. That is the same as running a 2 T5s and using a 4 lamp ballast. If it does overdrive them running them on a larger ballast, I don't think it would be nearly as much as say, and IceCap. Wouldn't hurt to check in with ReefGeek just in case.

No, not at all. It just means the ballast can handle up to two 54w bulbs.
