How do I drill holes in an undrilled tank?

How is it done, I need to drill two holes & I need to know the safest way to do it.

$20 for hole and bulkhead ($10 for the hole itself)

And from the "Do it yourself" hole disasters I have seen that is a small price to pay.

yeah, he did my 29gal no problem. his shops is on hwy 90 in tillmans corner (mobile area). its kind of behind the Lowes in a shopping center. accessible from Lowes or hwy 90. better to call for directions as it's a little hidden.
