What skimmer is it and how long have you had it? Have you added anything recently? Epoxy, food, etc.?

Nothing wrong with micro bubbles in the skimmer. changes to the water or cleaning equipment, etc.. can cause the skimmers to produce no foam. If it's a new skimmer, give it a couple of days. Now, the aquarium will get bubbles if there isn't enough water covering the return pump, or possible from the bubbles in the sump getting sucked in to the return pump.

Well, a water change is one of the things that can make the skimmer not produce foam. If the water is good, changing it can cause more stress than the bubbles i would think. I would solve the bubble problem in the tank as opposed to changing the water. That's just me though :)
