Yes it is.

It is not a Monti.

Could be echinopora, echiophyllia, mycedium, efflo, or oxypora.

I do not believe it could possibly be the first three.
It does not have any distinct mouths.

I would say it is not an efflo. I'm for sure on that. As for the first three listed I'm not too familar with them. Does it have any color to it. I had just assumed he wasnt going to sell that since it was in his tank and I ask every time for things from that tank.

It is changing to a purple/blue color with red edges.

He sold it cheap. very cheap.

I still do not have any idea what it is. I am leaning to Oxypora right now. Either way it is a great filler piece. I definitely need to frag it.

Echinophyllia or Oxypora, probably the first though. Try to get a closer shot.

That's and Echinophyllia. Look at it at night and the mouths will be more obvious. Some Echino's have a rougher surface but that is just differences in species. Oxypora's and Mycediums have very pronouced mouths and there is no way that is an Acro. The only other thing it could be is a Echinopora but I doubt it.
