They said that they were absolutely prohibited by law (not sure if I believe that or not) from selling their products for these applications. I was surprised, since I had never heard of anything like that before. I would have not minded getting a similar spec carbon if that hadn't thrown the other part in. I might try my original source if this doesn't work.

Sounds like a no-compete clause to me. That's the only thing that makes since. Just match the specs and don't tell them what it is for.
