How do you know if your skimmer is adequate?

I got a skimmer from a friend to use on this 33Long project. It's a cheepo kind that doesn't use a powerhead...just bubbles. It's working well, capturing lotsa waste. I just don't know if it's getting enough out of the water. If any of you guys are familiar with this type of skimmer, can you tell me if it's ample for a 33gal
